Democrat Boone County Constable Arrested!

Democrat William Cassidy, 45, and his wife Aimee Jo Cassidy, 37, of Bluegrama Drive in Burlington were charged with complicity to commit first degree forgery.

Boone County Sheriff's Department spokesman Tom Scheben said the victim's paycheck was sent to her former address on Ethan Drive in Burlington that apparently the Cassidys rented from the victim and her fiancee for a time. He said the check came to the Ethan Drive address, was opened, forged and cashed.

Scheben said the back of the check was endorsed with the victim's name even though it was not the victim's signature. He said the check was co-endorsed by William Cassidy.

Complicity to commit first degree forgery, a class C felony that carries a possible state prison sentence of five to 10 years.

Les Fugate, spokesman for Secretary of State Trey Grayson's office, said typically even if candidates have been convicted, if they haven't completed the appeals process, than they are still allowed to run and hold office.

Cassidy is running for constable in District 1. Republican incumbent David Flaig of Hebron and Republican challenger James Nelson of Burlington are also running. Cassidy would face the winner of the May 18 primary election between Flaig and Nelson.

The victim reported the incident this past Dec. 31. The Cassidys were arrested at about 12:40 p.m. March 11.

Constable candidate sees office as unnecessary

Flaig, 40, is a graduate of Northern Kentucky University and works for UPS. After a few years as a constable, Flaig has
reached a conclusion."We don't do anything as constables," Flaig said.

The constable position is mandated by the Kentucky state constitution, so someone has to fill the position, but it's not a practical office, he
said.

"We've got a good police force, so it's not needed," Flaig said.

Though Flaig doesn't see the position as important, he believes serving in the office has a different kind of purpose.

"I want to keep someone from getting the office who thinks they'll be a law enforcement officer," Flaig said.

Flaig is afraid someone would take the office and feel they have to take on some of the responsibilities of the Boone County Sheriff's Department.

"It's a dead, moot issue," Flaig said.

In Flaig's years of service, his position has become a "a joke between friends" where they tell each other to behave around the constable, Flaig said.

Messages left with James Nelson were not returned.

The winner of the primary is scheduled to face Democrat William Cassidy of Burlington.


DAVID FLAIG SEES Constable Position as a JOKE

Incumbent David Flaig sees the constable position as a joke and does nothing for the position. Yes, constables do have law enforcement capabilities, but we have many other abilities David Flaig is not using. Constables have the ability to help and volunteer in the community such as serving papers, helping with traffic, helping with security at fairs and special events. The purpose of the position is to help and serve the citizens of Boone County, not just treat the position as a joke and then sit in the position stating there is nothing to do. The person in the position needs to take the initiative to help in the community and not just hold the position of Constable and take from the people and the community like it is a joke.
